AC 185 Diesel, Fuel Pump Surging???

Hi Guys. When I have my 1972 Allis Chalmers 185 Diesel Running it"s like the engine is surging rpm"s up and down??? It ther a Fuel transfer pump somewhere that could be going bad that I can Change or have fixed?

We just had this tractor rebuilt last year. and the allis dealer that rebuilt it said that they couldn"t get it to stop from blowing blue smoke they had played with the pump & everything. bad Pump or injectors? Thanks Jeff

There is an elastic retaining ring on the back of the governor weight retainer that is breaking up.
It will cause the rpms to surge and may eventually plug the return orifice.
