Can anyone tell me how the governor works? I have rebuilt the governor and it still doesn't work. Does anyone have any suggestions on why it is not working?

With the engine running at idle, pull the governor linkage on the front of the engine and the engine will rev up and you will feel a good bit of resistance against the linkage. Watch out for the fan blade. Be careful. Hope this helps

I don't know if this will work for most engines or not, but I've found it helpful to tie a string onto the govenor linkage by the carb. The put the tractor in a situation where the govenor should be kicking in. If it isn't, give a little jerk on the string to move the linkage. Often times the govenor will work on it's own then, and you can figure that you have linkage binding somewhere and trace it down. If it does not continue to work when you let go of the string, then I think it is more likely to be a problem inside the govenor.
