Model C RPM's

I have a 48 model C, I put a new head, new plugs, new points and condensor, new coil with internal ballast, rebuilt the carb and switched over to 12 volt with a brand new delco 10SI. Problem is I timed the engine and it is firing perfect. I have the idle set at 400 according to the manual, but I can only get 700 rpm at top speed. The manual says it should be 1650 to 1800. It runs and pulls great. Any suggestion?

"it runs and pulls great"-----not at 700 RPM it wont. are you sure your tack is good? you should be able he "hear" the difference in a motor runnig 700 RPM or 1600 RPM. if you know it is actually 700, then Dick has the plan.

Thanks for the info guys. It was the govenor spring, I took 2 coils off of it and shortened it. I have 1650 RPM at full throttle

I would guess you need to adjust the rod at the throttle lever up by the steering wheel. I would guess that the rod is not moving far enough to get the full spring tension. The only other thought would be the governer cross over arm is rubbing on the bottom of water inlet casting. Any other thing would make it sputter.

It was a weak govenor spring, I shortened it by 2 coils and I now have 1650 RPM at full throttle.
