Just wanted to thank the guys that helped me get it going. But now the rpm goes up and down when you give it 1/2 to full power. But if you grap the goveror rod and hold it, it will smooth out. It like the govenor is sticking but the linkage moves freely, no binding. the tractor has been sitting for a while. It will idle smooth and if you grab the linkage on the carb it respond with what ever you do so I think it in the govenor , is out of adjustment and how do you adjust it???

You have probably got bad springs etc in the govanor but the only way to be sure is to open it up

do you have the spring on the rod at the carb?
one end goes thru a hole in rod and the other goes on a manifold bolt just front of the rod hole.

I have seen the correct spring on Ebay regularly for a reasonable price. You need to blindly hook the large loop up behind the manifold and over the manifold stud shown. It is sometimes referred to as an anti-surge spring as the purpose is to dampen surges and keep the governor from "hunting". The correct, official name however is "carburetor link spring", AC part #212321.
