power director hand clutch when in neutral still allows the tractor to creep like it is not fully clutched. any idea in what could be done to correct it?

Smorse, my 63D17 does the same thing, but as Gatz said, mine only wants to creep until the oil has warmed up...

If you want to stop the tractor completely and it wants to creep with the transmission in gear, you would have to shift into Neutral.

The clutch runs in oil and there is a tendency for them to drag when in neutral (and the transmission in some gear)
When the oil warms up, it is mostly un-noticed.

The hand clutch is NOT meant to be used for shifting the transmission.....use the foot clutch for that.
The purpose of the hand clutch was to stop ground motion of the tractor while still running the PTO.
This was A/C's method of "live pto" and was extremely useful for baling or combining.
