Yes, it could be the cam bearings! WC, WD and WD45 are well known for low oil pressure due to worn cam bearings. You may not only need new cam bearings, you may need undersize ones or a new camshaft or to get yours ground and use the appropriate undersize cam bearings. Centeral Tractor at one time listed .002 undersize cam bearings for these engines. Other sources should have them also. If the camshaft journals are worn - but not too much - this will help. I used a set on a WC that was about .001 under the book camshaft journal minimum dimensions. They worked great. Some of my friends thought the undersize cam bearings would be too tight. The undersize bearings were perfect for that engine. I set the rod and main bearing clearances to MINIMUM by the book. Used the original oil pump with the clearances adjusted to MINIMUM. This engine has the WC (original type - low capacity) oil pump, has been in use since 1978, and still holds good oil pressure when hot. Also make sure that you use a D17 oil pump. (I have heard of WC or WD oil pumps being installed in WD 45s and D17s because the older WC and WD oil pumps are plentiful and cheaper.) The higher capacity (proper) oil pump in the D17, if in good condition and adjusted to minimum clearances, should provide ample volume/pressure if everything else is right. You might also check the the camshaft (front) end play adjustment, if it is the same as a WD or WD 45. Does the camshaft have the same type and size of oil holes as the WC, WD, and WD 45? If so you might consider that the two holes for the oil to go in to the center of the camshaft are the same size as the two holes for the oil to go out of the camshaft at the rear of the camshaft AND ALSO as the two holes for the oil to go out of the camshaft at the front of the camshaft. Twice the area for oil to go out of the camshaft as for oil to go into the camshaft! Ever notice that it is usually the #1 rod bearing that goes first in these engines? Be careful, do not try to simply ADJUST the oil pressure too high; if you do, it will be very high when cold. I did hear of oil pump gear/cam gear damage that was attributed to this situation.
