Under the seat where the steering level rods connect to a bellcrank there is flat steel cover about 4 by 6 inches. Remove the cover and you'll find an adjusting screw about 1 inch in diameter with a pinch bolt lock. Release the lock and turn the adjusting screw so you have 1 to 2 inches of free travel at the top of the steering level. Turn the screw out (toward the hex head) to increase free travel. If you turn the screw all the way out and still can't get free travel, then the clutches are worn beyond adjustment and need to be replaced. Although on this old of a machine I would consider adding a fiber and/or a steel plate rather than replace the whole pack. This will increase friction area which will compensate for the tired springs. Ideally the clutches and springs would be replaced but new parts are getting hard to find expect for the engine.

My HD-7 recently went to too much free travel with a loud snap. One of the release (throw-out) bearing broke after 50+ years of service. Turns out they are easy to replace (for a crawler).

Good Luck and Keep Em Runnin,
Lee
