D-19 diesel tractor

I have a D-19 diesel tractor that the 3-point arms keep raising up continuously while the controls are in the neutral position. Can somebody please tell me what it could possibly be doing and offer some suggestions on how to fix it. Thanks, Jeremy

There is a cable that runs down the right right side of the tractor and hooks to the bottom of the right lift arm. This is for make up oil cable that prevents drift when you are using traction booster implemnts. You have to unhook the cable from the lift arm if you are not using those style implments.
If that is not the problem or your tractor is not equipped with the cable, then it seems the only other problem could be a defaulty spool in the valve body
