A/C Model M starter

I posted this question in other forms so I can get some good ideas.I have a Model "M" crawler that has starter problems and I need to remove it.The manuel said to remove the set screw and twist the starter.Sounded simple but not so simple.I had to heat the set screw and the starter didn't turn.This crawler has a blade added in years past and a support was added in the way if the starter.Now,my question,how can I get the starter loose and turned?? There is very little space between the starter and the engine.Therfore,it is hard to get anything in to grip the housing.

Likely that rust is holding it- try a chain wrench? Or make one from roller chain and bar stock.
