The last 2 times that I started my D19 diesel up I found that I have no throttle control. When I put any load to it the rpm's drop too too low for the oil pressure. I have changed fuel filters and also ran SeaFoam through the system. I am assuming that the governor is not reacting and there may be something else amiss. Thanks.

Assuming you've checked for external fuel problems, then like the other guy stated, if you have a Roosamaster DB injection pump, it's probably the plastic weight-retainer ring falling apart. If you have somebody around that knows these pumps, it's an hour job to take one apart and fix it - plus around $40 in parts. If you want to know for sure - take the return fuel fitting out of the top cover of the pump. I don't mean just unhooking the line, take the entire fitting out. Fuel will then run onto the ground so don't run it long. If it runs good with the fitting out -then the ring is broken. You can also check by taking the the little timing-inspection window off the side of the pump. Once off, if you see little black specs that look like mouse turds -then the ring is broken.

could be the gov. weight carrier retainer flaking apart, lil pieces can plug off return line, most time they wont run, but I had one that acted about like yours. Could also be the transfer pump?
