7020 weird hydraulic problem

Cranked up my 81 model 7020 today to do some fire prevention disking, and the hydraulics won't work.

I topped off the system (about two gallons low, in the dipstick hole under the seat), but it still acts lik its not getting any fluid. the steering would quit, the remotes wouldn't work, and the 3pt wouldn't pick up. If I slow the engine down, they will work, but anything above high idle it only works sporadically, a howling commences from the control block, and it quits again.

When I check the fluid it checks OK. Is this an indication of a cloged filter, and If so where is it? I think its on the right side behind a plate past the pumps.

Also is there supposed to be a dipstick on the rear housing on top of the lift arm housing? Mine just has a stub that appears to have been that way from AC, and do you put hydrualic fluid there as well?

my 7580 has a prime problem. That's if i don't leave the draft control in the position that allows the 3 pt to drop clear down. Move it a little and i have to raise 3 pt a couple times. move it all the way the other way and it might take 5 or 6 cycles. seems to be something in the draft control causes it. Sounds terrible too.

I would try to change the filter or poss. water in the fluid could be frozen had this on a IH

The hydralic oil level is the sight glass on left side of pto shaft. Fill thru cap on top of three point.

Simply amazing! That's not the first time either. Wait till ya change the right hand filter, put in burn barrel, burn and then find out that the screen was still on filter, long weekend, and had plenty to do with tractor.

whats the ambient temperature where youre at...sounds like it may just be cold or it still has air in system...let it warm up at a idle and then purge air by working the steering,etc.
if this tractor is new to you i dont think an extra gallon of fluid would hurt anything if theres a chance it has wrong dipstick in it...mite help pump regain prime.
