Timing light connected to 12 volt battery or battery charger and #1 plug. It works best with two people. One under the tractor with the timing light and one adjusting the magneto.

With the tractor running at fast idle you want the "F" centered in the inspection hole located on the bottom of the bell housing.

IMHO, you want the timing set NO EARLIER than TDC, when the impulse is engaged, so it does not kick back, and break you (or the starter, if it has one).

When it starts, the impulse kicks out, and the timing jumps ahead to the degree set by the "lag angle" of the impulse.

If you want to verify the timing, you can make up a degree scale based on the circumferance of the flywheel. Connect the power source for the timing light to a spare 12-Volt battery. Run a jumper wire from the spare battery's (-) terminal to chassis ground, for safety, to avoid a chance of shocking youself with the timing light.
