help...won't start...

I hope no one gets mad, I own a 38 Allis WC, but, I am having trouble w/ my Ford Loader tonight, I'm looking for ideas...I've got a 64' Ford series 4000/ model 4140 Industrial Loader w/ a 4 cyl gas motor. It has been getting hard to start in cold weather (runs great once started). I just gave it a good tune-up (new ignition parts/ cleaned carb-installed rebuild kit)...now, I am getting a GREAT spark (snapping blue)....I know I'm getting fuel to the cylinders because when I take the plugs out, they are soaked in gas...but, she is VERY hard to start....My carb has 2 needles to adjust, I followed the manual & have the main adjusting needle 1 & 1/8 turns out & I have the idle air adjust 1 turn out....I'm @ my wits end...Like I say, once I get her going, she'll work all day w/out hesitation...help.

My tractor has a foot throttle (not hand)...When starting, I have always just pulled the choke, hit the starter & let the choke go, this has always worked fine...should I be giving it some throttle??? I know this is what my manual says, but, I have never done that on this machine before...

did the hard starting prob start before or after you did all the work??? try starting it without using choke...sounds like its running way to rich on first start...i got a '62 ford 2000 that i been working on since it was new...i dunno whats up with carb its just always had a leak internally...just enuff to make it flood real easy.
also pull air cleaner hose off before you try to start it...check carb for excess gas when you do.
