Check the relief valve spring. It is under the large hex plug on the side of the block near the steering U joint on the right side. remove the plug and spring and any washers. You may need a wire to hook the spring out. You can try shimming it ukp with a couple of washers and see if it changes anything. You should also be getting some oil flow up at the rocker arms. If the camshaft bearings or oil pump are worn you can have low pressure. They don't need much, but with the oil cold the gauge should move some. Try a thicker oil? You are using the filter with the perforated metal bottom, wood dowel stuck in it, and rag waste looking stuff inside it, right?

One such filter is FRAM 159. Tractor Supply carries it.

I have been using a filter that i was told would work, but it is nothing like what you described. Where can i find a filter like that? I have also heard that there is an adjustment for the pump. Is that what you are talking about?

The only adjustment for the pump pressure is the relief valve I mentioned. Other "adjustments" that would improve pressure in the pump would be new gears if yours are worn, resurfaced cover if it is worn, or a new housing, in other words a new pump if it is showing wear past the limits in the service manual. New gears might do some. If I remember I was going to have the cover on mine surface ground in the shop at work, however the cover is not the same thickness all over so there was no easy to mount it for grinding, so I left it alone. Used a very thin gasket, gears still turned though. I have new cam bearings along with a carefull bearing adjustment and ok oil pressure, about 8 to 10 LBS with engine and oil warm, 10-30 oil. I did shim the spring when I started the engine for the first time to get this. The engine is one that sat for the last 25 years outside in a tractor so the spring may be on the weak side by now, original no doubt.

Whopps. I put my message in wrong place. Fram 159 is carried by Tractor Supply. NAPA filters will not work.

Yes, WDTom was describing the relief valve which controls the pump pressure.
