I see it in the service diagrams and put it back where it came from when I rebuilt the carb, but can't find detailed info on it in the manuals.
Where is it supposed to go, how hard does it pull and what precisely does it do? I think I need a new one.

Just make sure that the manifold gasket is installed first (if it is removed) such that it is behind the spring. If the manifold is in place, you need to slide the end with the long loop up behind it and hook it over the manifold stud shown. The tension acts in a direction to open the throttle plate, opposite that of the governor action. The purpose is to dampen out any minor surging effect from the governor. The "official" name for it is "carburetor link spring" or just plain "link spring".

I think these springs just keep the throttle plate from moving around due to normal slop in the rod linkage. I guess if it was bad enough it would cause 'surge' whenever the rod moves around due to bumps.

Doesn't it have a little tension against the rod all thru the travel range?

Mine is so old and dry that it only keeps alittle tension during the first 1/3 of travel, then its just kind of hanging there...i'll have to look for a new spring.

Is it supposed to keep alittle tension on the linkage the full travel of the throttle? or only part way?

The maximum tension in the spring occurs at a fully closed throttle and gets progressively less as the throttle position opens. At wide open throttle there is essentially no tension in the spring. The picture shows the linkage only slightly aft of the wide open throttle position. What little tension is in the spring at that point is only to keep the linkage from falling down since it is not connected to the carburetor. The spring coils are fully collapsed at that point also.
