hiall my allis xt 190 desiel is leaking oil out of my exhast while engine stopped while running i see a little blowbi what could be my problem ?

I agree with Jr64. When the turbo went on my D19 it did the same thing.

Does it leak a small bit or a lot? It sounds like the seal on the exhaust side of the turbo could be seeping when there's no oil pressure behind it. If the oil wasn't draining properly from the valve cover, the oil should run out of the breather pipe when it's running.
