On my D17 SerIV, I disassembled the hydraulic valves, cleaned them up and also added another remote to the "stack" Replaced all the o'ring seals too. They were all kinda hard to move, so I think that they'll work much better now. I've started the D17 after the engine overhaul, but have not run the lift arm through a cycle because I left the cylinders off & plugged the lines until it's painted. The valves do work and you can sense the press. relief working.
Now, to address the lift arms on yours not lowering; a few people have said to make sure the Traction Booster valve is releasing correctly and is not stuck.
It can sometimes get hung up in the "IN" postion, because there is nothing pulling it back when the lever is moved. Might try some Kroil to loosen things up if it is stuck. Also, you can remove the aluminum covers at the rear of the valves without anything coming apart.
I have an IT manual and it gets kinda involved when testing the system. Plus, you're sposed to have a hydraulic test kit available. It remains to be seen if mine's going to be working correctly. Good luck.

GATZ, I THINK I ALSO HAVE A GAGE ON MY PANEL TO SHOW
PRESSURE. I GOT MY LIFT WORKING BY TROUBLESHOOTING USING
THE REPAIR MANUAL AC 201.ADJUSTED TRACTION BOOSTER LINK ROD. TOOK ONE OF THE POWER LIFT VALVES APART TO REPLACE THE O RINGS AND I CAN'T GET IT TOGETHER
AGAIN. THE SPRING IS THE PROBLEM. DID YOU TAKE THE POWER LIFT VALVES APART?
IF SO WHAT PROCEEDURE DID YOU GO THRU?

Ricardo,
I did take the valve(s) apart, but did not take the heavy spring assembly off the rear end of the stem. However, the whole stem came out of the valve body and I was able to inspect it and clean up any oil residue with crocus cloth.
(It looks like the stem & spring might have to be compressed with some kind of tool for re-assembly.)
Make sure that the valves are clean, move easily, and replace any o'rings before assembly.
Pay special attention to the very small light-weight check valve spring. It's needed for each remote valve body; it goes between the valve sections and is very fragile, but important.
