The governor is such that it causes the engine to rev when a sudden load is placed on the engine (Such as engageing the clutch suddenly) instead of a smooth acceleration. When starting one has to physicaly hold the throdle on the carb to prevent it form reving back and forth to smooth out the RPMs. Could be fixed by a simple adjustment or perhaps a stronger spring on the throdle linkage?

Could be the weights in the governor also could be worn out bushings and pins. I would change the spring first it might be getting tired. I had that type of a problem on my Farmall Super C. Andrew
