Factory G hydraulic pump

Help: My G hydraulic pump does not work. The gears appear to be in very good condition. The small pump level located on the top of my factory G hydraulic pump only moves about 1/4 of an inch. This is not the larger engage lever, which actually engages to the transmission. The book indicates that there is a ball bearing and spring unger this fitting. Also I see there are grooves on each side of the housing. The arm does not swing far enough to make the grooves useful. The hand opertated handle only goes up and down about and inch or two. Is this normal, or do you suspect the pump control and bearing is somehow stuck. I appreciate your thoughts.. PS.. The oil level is full.. Mark
