Wd-45 Crank?

I bought a replacement motor for my Wd-45. It was a standalone unit used to run an irrigation pump for the USDA. After getting it home I realized the crankshaft is longer than the original. With the pulley in place it sticks out the pulley by 1" and the cone shaped bolt does not line up. Using the pulley that came with the motor it hits the radiator. What kind of set up do I have?

What is the serial number on the engine? It is stamped in the block near the carburetor.

I guess this means that it is a D17 motor. Using the D17 water pump and pulley, the fan hits the radiator. Using the WD45 pump and pulley I loose the keyway on the pulley and won't have a handcrank. A local dealer claims he did a lot of these conversions, but now can't remember what he did to solve this issue. any ideas would be greatly appreciated.
