What kind of hp can you get at 20% over rpms with out stroking it?

Too little informsation to answer. It depends on what the hp/torque curve looks like. If the HP has already started to flatten near the top end of the factory setting, you will gain little additional HP. Couple this with the fact that your torque curve is probably already on the decline, and you will have even less additional HP, once you start to lug the engine.
