170 diesel charging problem

I need to know how to correctly diagnose charging problem. I am getting only 12.4 volts to the battery. I have 1 very rusty terminal on the alternator and affraid to try and take it off and clean it. Looks like it will twist small bolt off first.Any help is appreciated.

My Gas 170 still has a separate voltage regulator. Seems like the Diesels did as well. Seems like these voltage regulators can be adjusted somewhat, or just put on a new one. On the Gas version it is under the left hand rear side cover.

Thanks but after having the alternater rebuilt, bad bearings and new regulater still no charge. But I found the problem. Seems like the plug for the regulater had been changed at some time and one of the wires was broken at the crimp on butt connecter. Put new one on and presto charging again.
