I can turn the steering wheel 4 times before the tires turn. Is it hard to fix.

Mike R: Look at the bottom end first. That's a chronic problem with WC and WD. I'm 1000 miles from my shop manual right now and it's been about 20 years since I've done one but here goes. Remove one front wheel. Remove big capscrew from bottom of axle assembly. Loosen set screw on front of tower. Remove key from bottom end of sector shaft. Examine the key slot on the bottom end of the sector shaft. If key slot has been wallowed out it will have to be repaired. To do that you'll have to remove the sector shaft. If it just needs a new key you're home free. Otherwise, more work. Not complicated but still a pain. I always caught mine in time to just have to replace the key. It sounds like yours might be in pretty bad shape.

Is the shaft turning all the way into the steering box or is the knuckle bad?

The problem seems to be inside the steering box. The gear in the top of the box moves about a 1/4 turn before the wheels move. How do you take apart the steering box???
