What were the factory options for the rear tire size on a WD??

The standard size is 11x28 (12.4x28) and 12x28 (13.6x28) was an option, right? Was the 13x28 (14.9x28) also a factory option?

The first two you listed were the standard and option for the WD. The second and third you listed were standard and option for the WD45. Most WD and WD45 tractors I've seen always had the optional size. Farmers recognized the advantage of the wider tire with the 28 inch diameter.

I have 14.9's on both my '51 WD and the '55 WD45 WF. They look good and I wouldn't put any smaller ones on them. Back in the '70's when I tried to farm on sandy Mich farm with a WD45 I had lots of traction problems. My tractor had 14.9's, loaded and double wheel wheights. I wanted to store it in the basement of my barn but it wouldn't fit in the doors without taking off the wheel weights. I figured the water in the tires would be all the loading I needed so I removed the wheights. The next time I took it out to plow I buried the tractor in the sandy soil I was plowing. I had to put the wheel weights back on.
Later on I tried to move a rock out of one of my fields. I was able to roll the rock down the slight incline until the lay of the land was flat. Then I couldn't move it at all. I finally borrowed a friends DC Case and it walked it right over to the edge of the field. The WD45 had as much power as the DC Case but those 38 inch tires on the Case had the big advantage over my 28 inches even loaded and with weights. THE BIGGER THE BETTER!

Exactly right- AC always went with the smaller diameter tire, and that was a disadvantage. They had to go wider, but couldn't match the pull of the 38s, etc.

According to test 440 at Nebraska, the WD was tested with 11-28 tires. I believe that was standard. However, most that I've seen have 12-28 or 12.4-28. As Experience states, I bought a WD that had 14.9-28 on 11" rims. The WD-45 I bought had 12" rims and 13.5-28 but I've seen up to 16-28 on those 12" rims with the 45.

Later 45's had 13 in rims and 13-28's -now called 14.9-28.

How wide are your rims? If you have a 12" rim you can put on 14.9's easily. 15.5's will work too. I've seen both. A 28 inch rim needs all the tire it can get.
