Hello, calling all experts. I've got a '52 CA with a mower deck under it. I have a very unusual problem with the governor and need some advice. It seems to me that it would be almost impossible for a governor not to work but this one does not. I have owned the tractor for about 3 years. when you get in tall grass, it bogs down. when you turn to go down a hill, it revs up extremely high. Here are some things i have done:
1. rebuilt zenith carb
2. timing is set at TDC as per the book
3. valves are adjusted correctly
4. when i start the tractor, i've put it in high gear with the brakes on. then i let the clutch out slightly and the throttle rods do move! but you sure can't tell this when you're mowing
5. all the throttle rods are tight and the rod springs are in place to take out play.
6. about2 months ago, one of the governor weights broke and i bought a used set out of a magneto tractor but the weights appear to be identical...and besides, this tractor was like this with the old governor and the new one too. the new governor was pretty tight and the pins seem to be fine.

it seems as if the throttle is "all or nothing". on the 2nd notch, it idles, on the 3rd notch it runs extremely fast, on the 4th notch, the tractor is revving way to high in my opinion. I know what one of these tractors should behave like because i also have a "B" and it works perfectly. it powers up in tall grass and slows down going down hills...perfectly. The linkage on both tractors match perfectly. what inthe world can be wrong with this CA? it makes the tractor practically unusable as a mowing machine. i would appreciate any and all suggestions. Check the throtle shaft in carb it gould be to tight ,any tightnes on this will cause it to run that way . I had one rebuilt for WD45 had that trouble , looked for days before I found what it was . I changed the shaft & it works like it should.

WHY would you think it would be almost impossible for a governor not to work???? There are are quite a few things that can wear in a governor!!!! Putting in used weights that LOOKS the same was not the smartest thing I can think of. Inside the weights could be worn or wrong, the thrust bearing could be worn, the pins could be worn, the yoak could be worn. Any or all of these could keep the governor from working properly. Outside the linkage could be worn, wrong or not adjusted properly. The spring could be incorrect or weak on the linkage. If the tractor bogs down the governor is not working properly and something is worn or wrong. You are going to have to look very closely at each part to find where the problem is. The tractor is 52 years old. A lot of things can wear out in that time and a lot could have been replaced with the wrong or other worn parts.

thanks very much for your reply. i think it is because of the improper adjustment as karl has stated. i didn't realize you could adjust it but you do it by bending! i know my internationals have threads for adjustments. i was so confused because the weights and pins, bearing etc., are not worn hardly at all. and the springs are in place. it must be the adjustment!! thanks, Kent

Kent, If nothing is broken and the weights are okay, Open your throttle half way (with the engine off). and pull the carburetor rod out of the governor arm, this should fall right into the hole on the arm, if not you need to tweak the shaft arm to get the hole and arm to line up. at least this is what i had to do on a D17 this weekend. I believe that this works on the ca. one way you have no governor action, and if bent the other way you have too much action by it acting like it has idle or full throttle. maybe this will help Karl

Karl, one more question, you said to open the throttle half way with the engine off. then take the carb rod out of the governor rod. then bend the governor rod so that it falls in line with the carb rod. i understand that the throttle is half open but is the carb butterfly closed during this adjustment?? OH my god!!! this makes perfect sense! i think this is exactly what is happening. the throttle is controlling the carb because the governor is basically out of the loop due to the linkage being bent or something. With the throttle half open, this relaxes this governor tension itself I believe, and with the carb on the idle the rod should line up the hole. This has to be done once in a while to compensate for forty years of wear!!!
