Some years ago we had to break the adjustable front of a B loose. I remember putting a hydraulic jack between the spindles, just under the axle. I don't remember just how we rigged it up. That and a lot of hammering, penertrating oil. That axle is open on top, now we make sure to put oil in the opening every so often to prevent it from rusting again. Is the WD/WD45 axle open on the bottom as I think I remember? Maybe take it off the tractor and wedge the opening open slightly so oil can get in?

I've heard of one method, loosen up the clamps/bolts, and drive slowly across fairly rough ground(a cow pasture) and let it work loose. Penetrating fluid before is required. Don't know if this will work for you, the "heat wrench" and a large hammer is next.
