Years ago there was an aftermarket kit for that. My reversed WD has a system similar to what would work on a WC, using a shaft inside a pipe to handle both brakes and cross over to the other side. On a WC, you would cut off the hand brake levers a few inches beyond the pivot, and attach a yoke to the arm coming from the cross-over assembly. If the cross-over is above the frame, you need to allow for clutch pedal movement. If it is below, you need heavier members to withstand the torque you need to exert to apply the brakes. Any good machine shop operator should be able to look at the situation and figure out the details. Be sure to allow enough adjustment on the connecting levers to keep both pedals even when the brakes are adjusted properly.
