WD Sleeve to deck height

I just installed the sleeves in my 1950 WD block. Just before tapping into a place, I used an air chuck to insure no dirt, etc was under the sleeve flange. The manual calls for a standout height, off the deck, of no more than 0.004" or the head will leak. I know it is more, probably around 0.008". The manual states to dress it with a file to it to reduce the height back to 0.004" or less clearence. Wouldn't that be an uneven surface or is it that critical? Seems a machined surface would be better though an added expense. Thanks for any input.

When I put new sleeves in the my WD I had to clean and clean the ledge where the sleeves seat and finally they were the right height. I would make sure everything is clean before removing any material.
