The 3/16" oil line that connects the rocker shaft to the head on my 1943 WC has been crimped to restrict oil flow. It is like someone has crimped it with a pair of 1/2" wide nibblers. Does anyone know if this is normal, or was someone trying to restrict oil flow to the rocker shaft?

Not normal. Guy probably tried to remove it with pliers. Make a new line- no reason to have a restricted line.
