Help D-17 HC hard to steer?

I was looking at a D-17 disel high crop today and it was very hard to turn the wheels more than 20 degrees left or right of center. Any idea what might cause this? It does not appear to be the steering wheel or the steering shaft that is binding, I'm thinking its in the steering housing. What can I check?

The tractor I'm looking at does not have power steering. I think its a series III. It was converted to a HC by a company called Thomson.

I worked on a WD with a wide front that a person could barely turn when moving. I lubricated the steering and it solved the problem. It had sat for a few ywars and was dried up. The othe posibility is a bad bearing or bushing,

I have a D-17 series three yuou have to take the front grill off to check the power steering fluid if that is alright I just put about 600 dollars in mine becasue it wouldn't steer right what happened was the power steering pump came apart and filled the valve and the cylinder with teeth from the gears I got a rebuilt valve from Cook Tractor in Clinton MO and they rebuilt my cylinder and flushed the gear box. I was told that the power steering on thioswe old Allis' was foolproof and that I must have something very very wrong well they were right but it steers like a brand new tractor now money well spent.

James is right. The steering on the D series is bullet proof. I have a D-17 that has a leak in the front steering shaft. If the fluid level is to low it's almost impossible to steer. Sounds like the fluid is low in yours. Pull the plug and look down the hole. If you see a gear the fluid is too low. Put in some 20wt oil non detergent or hydraulic fluid until it just covers the gear and you should be good to go.
