1939 B Rear Rim Question

The two Rim Drive Lugs that are on my rear rim are worn and the tire keeps coming off. I found out that the bolts are not threaded when I tried to remove one.
How do I repair these????

steve, there are 4 "locks" that bolt to the cast hub and wedge out aginst the raised lip on the rim. ONe of the "locks" sets between the two welded lugs to keep things from slipping. Two of the locks are solid mount with 5/8 bolt, and the other two have a bolt that is egg shaped shank and you can rotate it to "cam" the lock outward and wedge on the rim. The bolts are replacable if they have no threads. It is normal for the locks to wear and not have enough "cam" to wedge outward aginst the rim. The locks will need to be welded up with a 1/8 inch layer on the top, then ground to the curve to fit the rim. I hope that is clear without a picture.

Thanks, the problem are the two lugs on the rim, not the four locks. One of the lugs broke off. Are they replaceable?

SURE THEY CAN BE REPLACED. REMOVE THE TIRE AND WELD IN PLACE. I THINK THE ORIGINAL ONES WERE RIVETED IN PLACE, WHICH CAN BE DONE ALSO. KEY- REMOVE THE TIRE. BOB
