What does it take to replace the oil seal behind the hand crank starter pulley on a WC allis chalmers, is the seal a two piece or something that you can slide in from the front of the tractor, or is it something which would require you to take off the oil pan and front main bearing to replace?

It's a one piece seal.

From the top, you remove the hood and radiator. This will provide access to the starting crank. Remove the bolt holding bracket for the spring on the starting crank. Remove the pin from the starting crank. This will let you slide the starting crank out of the way. Remove the bolt and lock nut holding the pulley. Slide the pully off the crankshaft. Remove and replace the seal.

I haven't tried this from the bottom of the tractor. You may be able to get the belt/starting pulley off without removing the radiator. Loosen the starter crank bracket. You may be able to compress the spring enough to slide the pulley off the crankshaft. Try it from the bottom side first. Worst that can happen is that you will have to remove the radiator and hood
