D 17 sputtering after half throttle

I recently purchased a 1963 D 17. It seems to run ok at idle up to half throttle, but when I try to run it half to 3/4 throttle or wide open, it kind of starts to sputter and surge, and keeps running "rough" like this, sputtering and surging, until I
back the throttle off.

I replaced the points, condenser and the plugs, thinking that was the problem, but it does the exact same thing.
It kind of looks like there is some crud in the gas tank, but every time I clean the fuel bowl, it looks ok, and the gas looks clear in the bowl.

Can the Air Filter cause this, or should I just put a kit in the carb and clean the tank?

Also make sure that the vent on the fuel tank is not plugged. it could cause the gas not to flow to the carb right if it developes a slight vacuum.

I agree with Dave and JMS/MN. Check and service the air filter. Try adjusting the load screw by opening it a half turn out and see if improvement. Actually, sticky valves can cause this exact same problem. I've had to pull the heads on two tractors because of bad fuel gumming up the valves. Good luck.

Have you adjusted the 'main' jet on the carb? Sounds like it needs it.

An engine needs adequte air as well as fuel in order to run properly. How clean is the air filter? If that is ok- maybe you need to adjust the load screw on the carb to deliver enough fuel. Don't jump into rebuilding stuff as the first recourse. Often times it is just an adjustment of what you already have. Eliminate the other possibilities before buying parts and kits. They won't solve the adjustment problems, and you have to do them anyway.

My D-17 is doing the same thing. Iwas told to replace the cap and rotor and check to see if the wires are making a good conection. Also told the valves are shot.I'm going to try that and adjust the carb. There is a gas treatment called super 21. It realy works. I'm going to try that now.
