D15 Series I Brakes

According to a post here a while ago, having too much transmission fluid will seep past the seals causing the brakes to not stop the tractor. The man I bought the tractor from had way too much fluid in the transmission. The brake rods have adjustment left. My question is - are those seals shot, or will draining some of the the tranny fluid, and using the brakes eventually dry the oil off the brakes?

If brake linings get wet with oil, they rarely will work again. I've even pulled them and soaked them in gasoline. A week after reinstallation, they were useless again as the oil absorbs into the lining and comes out again when the lining warms up from use. Too much fluid shouldn't hurt the seals as the transmissions aren't pressurized.
