It depends on if the engine is stuck or not. If it isn't you may get it going with not too much problem. Get rid of the old gas, drain the oil and put in more, change filter using the fabric waste filled filter, put a good battery in it, fresh gas, see if you get spark. If not go over points and condenser, maybe new plugs. You might take the bowl off the carb and clean it. If it doesn't have coolant in it put some in, 50/50 mix. If the engine is stuck, well all the above applies IF you can get it unstuck. try fuel oil, marvel mystrey oil, PB Blaster, WD 40, ATF, coke, or any of the many other favorites. dump them into the cylinders through the plug holes and wait, days, maybe weeks. Another good thing to do before all of this is to take the valve cover off and make sure none of the valves is stuck, if the engine turns with a stuck valve you could bend a pushrod or something. Just push down on them and see if they come back. Maybe squirt a bit of oil or something else on them to help. The clutch may be frozen/rusted too so it may not release. Make sure it is in neutral when trying to start it. CAs are great tractors and one with a loader is neat. I would definately take care of it and keep it a LONG time. Let us know what happens.
