I have a problem and i think its the governor. When fully opening the throttle the engine will go to a fast idle . the throttle lever has a heavy spring load on it pulling it back to a idle. I pulled the governor and it seem ok using an I&T Manual. also adjusted throttle linkage following procedure in the I@T Manual.

Are you sayig that the governor works normaly but the problem is the lever is being pulled back to the idle position? If so there are two things you need to look at. First there is supposed to be a balance spring that hooks to the gas tank bracket and to the bellcrank in the throttle linkage, it pulls the linkage rearward to counter act the spring inside the governor. Second the friction block in the lever and the spring under the quadrent may need replacing but if the throttle linkage is set right and the balance spring is there it takes very little to hold the lever in place.
