D-17 Governor ...Minor problem?...Major headache!

Was having governor problems under load and pulled the gov apart. Found governor gear had spun loose on distributor shaft. There is a woodruff key keeper which tore up the shaft and gov gear groove. Cleaned all with carb cleaner and everything else is intact and functional. The shaft had been peened prior to my opening the gov; the woodruff key is shot. Called six separate tractor supply businesses with no luck. Thinking of putting in new key with a good dose of loctite paste. Does anyone out there have a governor for a D-17?? Any and all other options would be greatly appreciated.
