Hi Carl,
Well I have a suggestion that worked for me on a WC that had been stuck for 10+yrs. I filled the cylinders with a mixture of Diesel Fuel and PB Blaster and put the old sparkplugs back in. Then I put the tractor in 4th gear and every time I walked by the tractor I would grab a back tire and rock the tractor until I was tired. Then I would go do something else and then when I came near the tractor I would give her another try. I did that for 2 weeks, after that I decided to try the "pull and pop" the clutch routine with the sparkplugs out, and attached a snap strap to the front of the Allis and with my brother in the seat of the allis and it sitting in 4th gear, I pulled the tractor using my 9N in 1st gear. We went up and down the driveway about 6 times and then on the 6th attempt the engine broke free.(Hint: Make sure nothing is on the sparkplug side that you don't mind Diesel fuel on when the engine breaks free). Then I performed a compression check by hand cranking the engine over with the sparkplugs out to lessen the work load and tested each cylinder. She had good compression, so I changed the oil, filter and put a new carb kit in her, in went fresh gas, installed new points, condensor, cap, rotor, sparkplugs, tested continuity of the sparkplug wires and soldered both ends of each wire, set the timing, and the old girl fired on the 3rd pull, but blew the 1 cylinder out of the exhaust manifold and it was raining rust for 2 hours :)
