any of those needle ports or passages, make sure they are all clean. Nice thing about a tractor carb, they are pretty simple, not like a motorcycle or snowmobile! My problem was thata little no nothing brass port I mentioned befor, purring liike a kitten now!
Hope it helps.

I recently had similar problem, turned out the "jet" located at the bottom of the fuel bowel of the carb was plugged. Brass "port", unscrewed it and blew it out solved the problem.

if carb has gas, but cant get into motor, sould like a jet might be plugged. how about pulling the plugs, put 2 spoon fulls of gas in each cylinder and reinstall the plugs. should fire and run for a few seconds. if it dies and wont restart, carb is not feeding gas.---dont have a vacuum leak on the carb to manifold gasket, or manifold to head gasket do you???---alos, pull and plug and stick in the plug wire. lay it on the bare part of block and hit the starter, does it spark??- good to chek point and corrosion.
