1938 was first year of production so it might be a little different than those made a few months later. For 15 years the B and C used a 24 inch rim with a "raised rib" in the center, off set to one side. There are 4 half moon type clamps that bolt to the hub and the hlaf moon straddles the rib of the rim. Two of the clamps are ecentrics, the bolts are actually a "cam" that when rotated the move the clamp outward toward the rim and tighten up the clearances. YOu should have two "normal" clamps and two "eccentrics" on each wheel.

ONE WHEEL DOES HAVE 3 SUCH CLAMPS, WITH CAM BOLTS, AND 1 STATIONARY CLAMP. BUT THIS WHEEL SEEMS TO BE LOOSE. ANY SUGGESTIONS?

you turn the bolt head and watch the cam action push toward the outside and snug up. hold the bolt head at the "full out" position, then tighten the nut. go to the next, etc. if all are to the outside and you still are loose, you need to remove the half moon clamp and have 1/8 inch thick padweld over the moon section and smooth. or you can check around and buy different clamp. personally i fix mine.
