Check to see if the cross over arm from the govenor is draging on the bottom of the thermostat housing. If it is clear it could be a fuel restriction. When the tractor is sitting running wide open with the throttle lever see it you can speed up the engine by moving the throttle lever on the carb behind the carb where it connects to the linkage. If it does not speed up or only speeds up slightly you are using up all the gas that is running thru the carb. This would mean a fuel restriction. You can have enough gas to run wide open idle and still not have enough to pull a larger load with a fuel restriction. The govenor is an rpm restrictor, when the rpm's reach the adjusted or set max rpm's it closes the throttle plate in the throat of the carb to maintain that setting. When the rpm's slow the govenor allows the throttle plate to open enough to keep the rpm's even to the set speed. That is provided you have the hp and amount of fuel to keep the rpm's up to speed. If you have weak valves, bad rings, or a combo that gives you low HP the rpm's may not be able to keep pace with your load.

If all the linkage is hooked up and you push the throttle lever forward and the engine speeds up it is in fact doing something. If the engine does not speed up then all the linkage is not hooked up. I guess I need to ask if it does in fact speed up when moving the throttle lever and if it does speed up what you expect the governer to do?
Check the drawing attached below!

I bought a C a few years back that the throttle lever on the carb worked backwards and when you pushed the throttle lever forward it would close rather than open the throttle plate. I changed the carb and it ran fine. I think that whoever put the throttle plate back in the throat of the carb just put it in wrong.
