I've been using a 7 foot cut International mower behind a 1945 Allis "C" where I've been manually lifting the cutter bar when necessary. The tractor has the hydraulic pump on back. Do you need to add a tank also to hold the hydraulic oil if I connected a cylinder to lift the bar?

The hydraulics on your C are the old high pressure /low volume style. You may not be happy with the speed it lifts that cutter bar. The cylinder will have to be a very small diameter. to work at all.

the hydraulics, pto and transmission fluid are all the same. the fill plug is a 1 inch pipe plug by your left foot on the transmission case. it holds about 8 quarts. you will only use a quart or so for the hydraulics. the hydraulics of the c are very small. you get 3000 psi pressure, but very little flow. normally you would use a cylinder that has a 1 or 1.5 inch bore. bigger is not better. would be best to get a old cylinder off a B or C in good condition. make sure you have hytrans or 20wt oil in the trans-hydraulic cavity. you can not pump gearlube.
