WD RPMs at 3400!

I have rebuilt the motor on my WD. Everything works fine except my RPMs have run as high as 3400 which is well over twice what it is supposed to be. I have checked the governor, throttle linkages, and carburator. Everything is the way it is supposed to be. Am I missing something that would be causing this problem? As a side note when I rebuilt the motor I dropped a 45 kit in it with the tall head. I do not know if this matters. Any suggestions would be greatly appreciated. I really like this tractor and want it to last.

The tachometer you are using is trustworthy? Yeah, I know it sounds like an obvious question - but always remember that the most vexing problems have the simplest solutions(!)...best wishes :)

check your governor weights, sounds like they might have disentegrated, thhis happened on a WD one time going down the road. It was like running wide open with the throttle closed.
