your hand clutch has nothing to do with your right wheel it is the same as your foot cluutch in as far as operating the tractor if it dont nothing will work . you can set them up by removing houseing cover n take out shims there are three sets of shims .010 n .020 thick . take them out of one plce n put them behind the bolt head .

This is a ca not a wd or wd45. The ca has a dry clutch that is located in the right axel housing. When the hand lever is pulled it separates the axel and stops forward motion and lets the pto and hyd. Pump continue to run.
