WD45 only runs 900 RPM

I've recently bought a WD45. It will only run up to 900 rpm, the spec is 1699 rpm. What could be wrong. Where to start?

Don't worry, it will pull the red tractors backwards even so. It probably never had to run faster and doesn't know how. Just kidding, but couldn't resist.

Nate,

I would try to temporarily disconnect the governor linkage and very carefully, increase throttle manually, watching RPM's. If the engine runs up OK, then you have a governor problem. Might need to be cleaned and freed-up or rebuilt. Also should check timing.
