D-17 problem

I am looking at buying a nice D-17 but the fellow that has it says the hand clutch is stuck in high range. I have no AC experience at all. Does this sound like a complicated(and expensive) fix?

Some questions come to mind.....the thumb knob on top can be depressed, right?
Does the hand lever move at all? Or does it feel like something will break if you attempt to pull it back? It can be an involved job requiring splitting the tractor depending on where the problem lies. Gatz
