What is the long hand with button on the top on right hand side and small lever on leftside.Plus with rear wheels off the ground and in gear the wheels spin but motor does not turn over what can be wrong? thanks

The long lever on the right side is the power director. It has a button on top that is a release so it can be moved from high range to low range or vice versa. The small lever on the left is for the PTO. If both rear wheels are off the ground, turning one wheel will cause the other wheel to turn in the opposite direction and the engine will not rotate. If one wheel is on the ground, you may be able to turn over the engine by rotating the rear wheel that is off the ground if the tractor is in 4th. But it may still be difficult to do. It is better to use a crank or the starter.
