Follow the throttle shaft down to below the gas tank and you will find a half-moon shaped device, then later a pivot and a swivel with a set screw holding the rod that goes to the governor. Loosen the set screw and adjust the rod into the proper position. Full speed of the engine is slightly less than full travel on the quadrant by the steering wheel. As to maintaining position, are the hard rubber blocks still on your levers for hydraulic and speed control? Their resistance against the quadrant helps to hold their position.

Sounds like a broken or missing compensating spring. Mine fell of some time ago, and would not stay at the set speed. The spring is located down under the gas tank on the right hand side. I got a replacement from the local AGCO, but was pricy at $26. Easy fix...

Guess we posted about the same time. As I punched in "submit", I remembered the spring you mentioned, and I'm surprised at the price. Makes those parts tractors more valuable.
