Head Bolt Torque

I own an Allis Chalmers Model D road grader with the W226 gasoline engine used in the WD45 farm tractor. I removed the head to try and determine the source of excessive oil fouling in one cylinder. I have had the head rebuilt and am about to re-install it. Is there anyone who can tell me the head bolt and the rocker shaft support bolt torques? BTW I did not find anything obvious that could cause the fouling other than part of the deflector shield over the rocker arms was missing above the bad cylinder.
I also find that the governor is not particularly responsive. Is this normal? Does anyone have a solution?

I want to thank Dave Grubb for the timely information regarding the head bolt torques. It was also benificial to know about the depth of the holes for the head bolts. I checked the depths and found them to be satisfactory but two were shallower than the rest and had only about 1/8" to spare. I was concerned as the head was planed slightly during the rebuilding process.

I checked my service manual last night and did not find any torque specs called out for the rocker arm shaft mounting bolts. The service manual differed from the IT shop manual on head bolt torque for the large bolts. It called for 90 ft. lbs..

The 1/2" head bolts get tightened to 70 ft. lbs. of torque. The 3/8" head bolts get tightened to 25 ft. lbs. of torque. The IT manual does not say about the rocker shaft bolts. I forgot to pickup my AC service manual. I will look in that manual tonight.

I will look it up in my manual tonight for you. The missing baffle could cause oil fouling problems especially if the guides are worn. I did run across a small blurp in the manual that said to check the bolt hole threaded depth on some blocks. It seems some blocks were not threaded deep enough. The head bolt then did not torque the head down correctly and you had a head gasket leak. I will look that up also.
