AC- CA with rebuilt starter won't start.

Have an AC-CA that wouldn't start, starter would spin but not engage, bought a rebuilt starter. Still won't start. Mechanic told me my flywheel ring? may be worn and I need to move the bottom pulley a little and see if then it will engage. Top two pulleys move fine, bottom pulley is locked up and can't move by pulling belt, any ideas on how I can move this without damage or what the issue may be? Not pleased with person I purchased from as this thing hasn't run yet. But need to resolve issue. Please help, very new to the world of tractors and am not a mechanic, simply too much land to landscape without one.

Go ahead and look in the hole that the starter goes in and see the condition of the teeth you can see, then take a large screwdriver to gently pry the flywheel in one direction or the other to continue to inspect the teeth. If you're gonna go all the way around I'd take out the plugs so without the compression it'll move easier. Never fear you'll get it and be glad you bought it. Also make sure you don't have a starter for a D series, I just built a D10 and while the starter was in the shop I tried one from a B and CA I have and they will fit but have a different drive and won't mesh with the ring gear. just another thought?
